Michigan’s Top-Rated Literacy Solution
Use your Section 35m funds to adopt or expand the only foundational skills program top-rated by the Michigan DOE and fully aligned to PA 146/147.
Amendment window: Jan 31–Apr 17, 2026.
Districts now have expanded flexibility to strengthen structured literacy models—and RGR is eligible for full 35m funding.
RGR delivers decoding instruction aligned to:
- Structured literacy requirements across Tier 1, 2, and 3
- Universal screening needs (phonemic awareness, rapid naming, nonsense word reading, ORF)
- MTSS expectations for decoding-focused intervention
- Teacher preparation requirements for structured literacy & dyslexia
Michigan educators choose RGR because:
- Our routines are repeatable and easy to implement
- Our lessons are clear, explicit, and accessible
- Our programs produce measurable reading gains fast
Recent changes expand how districts can purchase materials.
Key updates:
- More time: Amendment window Jan 31–Apr 17, 2026
- More flexibility: Funds now support printing services, manipulatives, coaching, PD, and consumables
- More options: Districts may purchase more than one Tier 1 item within a category
Updated 35m guidance now allow districts to use remaining funds to complete their structured literacy implementation.
RGR provides high-impact materials UFLI does not include:
- Manipulatives needed for explicit phonics
- Decodable books for K–5
- Classroom posters
- Student phonics kits
- Decodables aligned to UFLI scope & sequence
Together, UFLI + RGR create a full, compliant structured literacy model aligned to PA 146/147.
